Telepsychiatry in California
As of December 1st, 2015 … JSA Health Telepsychiatry services are now available in California. JSA is proud to bring our award-winning services to the Golden State.
Our consultants are hard at work on projects in Sacramento, San Diego, and Santa Barbara. In Santa Barbara County, JSA has assisted in designing their Crisis Stabilization Unit which opened January 5, 2016. JSA Health Telepsychiatrists will be providing services to the Santa Barbara CSU:

Our services in California are lead by two well known emergency psychiatrists trained in California … Dr. Scott Zeller and Dr. Flavio Casoy:
Due to his tireless advocacy for developing and improving Emergency Psychiatry programs, and encouraging collaborative, non-coercive acute mental health care across the USA, Scott Zeller, MD, was described by a National Alliance for the Mentally Ill leader as “The Johnny Appleseed of Crisis Stabilization.” As part of his role for JSA, Dr. Zeller currently provides consultations for hospitals and community systems nationwide. Dr. Zeller is also Chief of Psychiatric Emergency Services for the Alameda Health System in San Leandro, CA, one of the busiest Emergency Psychiatry programs in the USA; in his more than 25 years in Emergency Psychiatry, Dr. Zeller has personally treated over 75,000 crisis patients. Dr. Zeller is Immediate Past President of the American Association for Emergency Psychiatry.
He is the author of numerous scholarly articles and book chapters, and is co-editor of “Emergency Psychiatry: Principles and Practice,” which was considered to be the first comprehensive hardbound textbook of Emergency Psychiatry. Dr Zeller founded and directed Project BETA, a multicenter effort which published international best-practice guidelines for the evaluation and treatment of agitation in 2012. Dr Zeller was named Alameda County, California’s Outstanding Physician of the Year in 2009 and won the San Francisco Business Times’ “Heroes of Healthcare” award in 2012. Dr. Zeller was recently named the 2013 recipient of the California Hospital Association’s prestigious “Person of the Year” honor, the Šimanek Distinguished Service Award. He recently won the National Council for Behavioral Health’s Doctor of the Year Award.
Dr. Casoy is the new Chief Medical Officer for JSA Health California. Dr. Casoy completed his undergraduate and medical degrees at Brown University in Providence, RI where he concentrated on community health. He completed his psychiatry residency at the University of California, San Francisco and served as Chief Resident at San Francisco General Hospital. He also completed a fellowship in Public Psychiatry at Columbia University/New York State Psychiatric Institute.
He is board-certified by the American Board of Psychiatry and Neurology. He has broad ranging experience as an emergency psychiatrist, and most recently led one of the largest state psychiatric hospitals in the United States … where he ran a 14 unit inpatient service. He has a small private practice where he primarily sees patients for psychotherapy.
Dr. Casoy’s primary mission is to ensure that everyone has access to quality mental health care, including, and particularly, individuals with serious mental illness. He is excited to explore the possibilities of telepsychiatry in bringing expert consultants to remote regions or to agencies that would otherwise not be able to afford a psychiatrist. He believes that quality care is rooted in clinical expertise, kindness towards the patient, deep humility about the limitations of our field and systems, and commitment to overcoming these limitations. He is originally from São Paulo, Brazil and is a strong practitioner of cultural formulation as a key feature in behavioral healthcare.
