One Hundred Forty-Nine Rural Texas Hospitals Will Access JSA Health Telepsychiatry through the Network Access Improvement Program (NAIP)

JSA Health Telepsychiatry is proud to have been selected to provide statewide telepsychiatry to up to 149 rural hospitals throughout the state as part of a wide ranging project through the Network Access Improvement Program (NAIP) in Texas.

The NAIP is designed to further the state’s goal of increasing the availability and effectiveness of primary care and behavioral health for Medicaid beneficiaries by incentivizing health-related institutions (HRIs) and public hospitals to provide quality, well-coordinated, and continuous care. During the 83rd session, the Texas Legislature underscored the importance of ensuring primary care and mental health access to the Medicaid population through HRIs. The General Appropriations Act for the 2014-2015 Biennium contains two riders to Article II, Health and Human Services Commission which state the NAIP purpose:
  • Improve the availability, quality and coordination of primary and specialty care services provided by public hospitals
  • Promote provider education on Medicaid program requirements and the specialized needs of Medicaid recipients
  • Measure progress through increased care access and physician compliance with selected quality objectives

JSA Health Telepsychiatry will help meet these goals by providing 24/7 access to rural hospitals … starting with the first twenty-six by the end of 2016. Additional projects through NAIP will include:

  • Rural nursing homes
  • Rural Federally Qualified Health Centers (FQHC)
  • Other rural clinics

 

JSA Health Telepsychiatry has been a strong supporter of statewide emergency telepsychiatry programs … especially to rural Texas hospitals badly in need of help with psychiatric patients in overcrowded emergency rooms … and to the patients themselves needing help under difficult conditions for days or weeks due to lack of inpatient psychiatric beds.

Heart of Texas MHMR and JSA Health Telepsychiatry Partner to Care For TCOOMMI Consumers

 

JSA Health Telepsychiatry has always been community minded .. and a central part of community psychiatry is being attentive to criminal offenders with mental illness. Here in Texas, the state government in Austin developed an excellent program known as TCOOMMI -Texas Correctional Office on Offenders with Medical or Mental Impairments. It’s a very progressive program designed to help such offenders re-integrate into the community and avoid future incarceration and hospitalization.

JSA is now serving TCOOMMI clients at Heart of Texas MHMR in Waco … the Burke Center in Lufkin …  and Community HealthCore in east Texas. These programs presents a unique opportunity for JSA psychiatrists to impact an important population to increase community tenure and functioning. TCOOMMI Activities

TCOOMMI identifies and responds to statutory procedural or regulatory practices that impacts offenders with special needs. Examples of activities include:

  • Coordinating with the Texas Commission on Jail Standards on strategies to improve the screening, identification and treatment of inmates with mental illnesses in county jails.
  • Establishing a process for ensuring continuity of care for defendants being returned to jail after a determination of competency. This includes post-release medication reimbursement and support services after sentencing.
  • Developing a process to evaluate competency evaluations’ compliance to statutory provisions set forth in 46.B, Code of Criminal Procedure.
  • Implementing and monitoring the memoranda of understanding required between local and state criminal justice and health and human service agencies to ensure a continuum of care for offenders with special needs.
  • Developing, implementing and monitoring the cross-referencing of local and state offender data to health and human service client information to enhance the identification of special needs offenders throughout the criminal justice continuum.
  • Monitoring the compliance of local and state entities to statutory provisions for exchanging confidential information without a release as set forth in Chapter 614.017, Health and Safety Code.
  • Enhancing collaborative efforts for juvenile offenders through the development of interlocal agreements defining roles and responsibilities of local and state governmental entities.

 

Community Based Interventions

Case Management for Adults

  • Adult service programs are designed to demonstrate a multi-service approach, along with appropriate and cost effective alternatives to incarceration for offenders with special needs.
  • Through contracts with TCOOMMI, 37 statewide community centers and the Department of State Health Services provide a local mental health authority:
    • Case management
    • Psycho-social rehabilitation
    • Psychiatric services
    • Medication and monitoring
    • Individual/Group therapy and skills training
    • Benefit eligibility services including Federal Entitlement Application Processing
    • Screening and linkage to appropriate medical services, including hospice
    • Jail screening
    • Court intervention
    • Pre-release referral process for jails and families

Continuity of Care (COC)

  • Adult COC programs are designed to conduct pre-release screenings and referrals for post release medial or psychiatric services for adult offenders with special needs referred from TDCJ CID and other sources.
  • Local mental health authority community center COC services include but are not limited to the following:
    • Service coordination for post release services
    • Joint treatment planning with criminal justice agencies, social services, health & human service agencies and other appropriate disciplines
    • Benefits eligibility services and applications

Jail Diversion

  • The jail diversion programs are designed specifically to demonstrate a multi-service approach for more appropriate alternatives to incarceration for offenders with medical impairments.
  • The jail diversion programs include the following services:
    • Designated mental health staff assigned to screen offenders for mental health issues
    • Resource information services for attorneys or court personnel
    • Advocacy for the offender with attorneys, court personnel and/or bond release programs
    • Referrals for further medical evaluation or commitment

Services for Juvenile Probationers

  • Juvenile services programs are designed as a family-based, multi-service approach to meet the mental health needs of juvenile offenders
  • Services are targeted for youth in the Texas juvenile justice system, ages 10-18, who have been assessed with severe emotional disturbances
  • 16 local mental health authority community center programs provide core team oriented case management and flexible programming
  • Service components include:
    • Assessments for service referral
    • Service coordination and planning
    • Medication and monitoring
    • Individual and/or group therapy and skills training

Wrap Around Services for TJJD Youth on Parole

On February 27, 1950, CCH became a non-profit organization, consisting of twenty-one beds. JSA Health Telepsychiatry … an early pioneer of the use of telepsychiatry for university based student health services, has been chosen by Sam Houston State University of Huntsville, Texas to provide psychiatric evaluations and medication management to Sam Houston students. JSA has long recognized that most university and college student health centers are unable to provide psychiatric services due to shortages of available psychiatrists interested in student mental health. Telepsychiatry makes it easy to link interested universities who wish to provide their own psychiatric services with qualified student health psychiatrists. Many universities remain dissatisfied with having to simply refer students to available psychiatrists in the community … especially when services may be needed emergently or for crisis situations. Emergency telepsychiatry evaluations … done within minutes of a request … provide universities the peace of mind needed to deal with potentially suicidal or homicidal students, or students with extreme anxiety, depression and other mental health issues.

Sam Houston State University, located in Huntsville, Texas, is a member of The Texas State University System. The school was created by the Texas Legislature in 1879 as Sam Houston Normal Institute to educate teachers for the public schools of Texas. The baccalaureate degree was first awarded in 1919.

In 1923, the institution’s name was changed to Sam Houston State Teachers College. Two years later, the college was admitted to membership in the Southern Association of Colleges and Schools (SACS) as an accredited institution of higher learning. During the last five years of the twentieth century, the University expanded its reach by offering programs online, at The Woodlands in a multi-institutional teaching center, and various other off-campus sites. Beginning in 2000, the University expanded its building program and committed resources to develop and maintain nationally-recognized academic support programs. Sam Houston State University increased the number of doctoral programs, including programs in education and psychology, and experienced a tremendous surge in enrollment and name recognition.
